In this speech, Stevens declares himself as having an 'unchangeable hostility to slavery at every time and in every place.' While he admits that the federal government cannot interfere in slavery as established in the various states, it can, and must, be opposed to the spread of slavery into the territories which are under its control. He contends that if slavery is confined, the states themselves will be gradually brought to abolish it, but 'let this disease spread, and though it will render the whole body leprous and loathsome, yet it will long survive.' 7 pages (1 sheet folded.)
